Joe Biden has been a solid supporter of animals throughout his terms as a U.S. Senator and as Vice President, cosponsoring and initiating key animal welfare legislation and serving as a key player in the Obama Administration as it took action on a wide range of rulemaking actions to help animals. In the 108th Congress, Biden co-authored a bill to ban the unethical netting of dolphins by commercial tuna fishermen. In the 107th Congress, he was the lead author of the Captive Exotic Animal Protection Act of 2002, a bill to set penalties for intentionally transporting or possessing a confined exotic animal with the intention of killing or injuring of that animal for entertainment or use of a trophy. He cosponsored legislation to prohibit the mistreatment of downer cows, prevent and criminalize animal fighting in the continental U.S., ban the slaughter of American horses throughout North America, strengthen the federal law against horse soring, and a range of other bills. Though it’s not clear that Biden had any direct role in it, one of the earliest actions the Obama-Biden Administration took on animal welfare was a federal rule to ban the slaughter of disabled cows in the food supply. The Administration, in perhaps its biggest accomplishment for animals, ended the use of chimpanzees in invasive experiments. The Administration also pushed forward the Organic Livestock and Poultry Protection rule, which established strict but workable humane treatment standards for farmers operating under the organic label. Unfortunately, the Administration waited until the very end of President Obama’s second term to make it final, giving the Trump Administration an opening to repeal it. The Administration also pushed the adoption of rules into law to forbid inhumane and unsporting killing of wolves, bears, and other predators on national wildlife refuges and national preserves in Alaska — two rules unwound by Republican lawmakers and the Trump Administration. The Obama-Biden Administration also stopped the import of lion trophies, especially from “canned hunting’ ranches in South Africa.
